What the Magic Quadrant Challenger position actually tells you

ProSymmetry has held a Challenger position in the Gartner Magic Quadrant for four consecutive years

This is a genuine signal of product quality and should be taken at face value. ProSymmetry's resource capacity modelling capability is recognised by Gartner for good reason, Tempus Resource is a strong product in its category, and four years of Challenger positioning reflects consistent execution.

However, the Gartner Magic Quadrant for Strategic Portfolio Management assesses commercial enterprise software against global criteria. It does not assess alignment to the frameworks that UK public sector portfolio governance requires: the IPA Project Routemap, Management of Portfolios (MoP), Government Functional Standard 002, or HMT Green Book benefits methodology. A strong Gartner position in a commercial enterprise market does not translate directly into fitness for UK public sector procurement.

The more useful question to ask is not "does Gartner rate them?" but "do they have UK public sector references, a UK procurement route, UK data hosting and UK governance framework alignment?" On all four of those questions, the answer is currently no.

The total cost of ownership question: When evaluating Tempus, ask for a single-line figure that covers the Tempus licence, your existing P3M tool licence, integration build and maintenance, and the overhead of managing two vendor relationships. That is the honest comparison number — not the Tempus licence cost alone.

  3. How does FedRAMP Moderate map to Cyber Essentials Plus, NCSC Cloud Principles, ISO 27017/18 and UK data residency requirements? It does not, this question forces an honest answer about the compliance gap.
  4. Can you show us three live UK public sector customer references on Tempus Portfolio — the product launched 15 September 2025? Eight months old with zero UK references. The absence of an answer is itself the answer.
  5. Provide a single total cost of ownership figure covering the Tempus licence, our existing P3M tool, integration build and maintenance, and dual vendor management overhead. Forces the bolt-on architecture cost into the open, the comparison number is not Tempus alone.
  6. How does your platform natively support Government Functional Standard 002, the IPA Project Routemap and HMT Green Book benefits assessment? US commercial product design, none of these frameworks are in scope for ProSymmetry's roadmap.

As of 2026 it is approximately eight months old, has zero verified UK public sector references and is unproven in production at scale. Organisations evaluating Tempus Portfolio should treat it as an early stage product rather than a mature enterprise platform. 

Does ProSymmetry have any UK public sector references?

No. ProSymmetry has zero verified UK public sector references in any public source as of 2026. Its procurement reach is through Carahsoft, a US federal aggregator, and its reference base is primarily US commercial and federal. Any UK public sector engagement would be opportunistic and fulfilled from Ohio.
