Platform comparison
Verto vs ProSymmetry/Tempus
ProSymmetry is a US-based resource management specialist with a Gartner Magic Quadrant Challenger position and a genuinely strong what-if scenario modelling capability. For UK public sector organisations evaluating it, there are some fundamental structural questions to work through before the product capability conversation begins.
Procurement note
In short
The basics
What each platform is built to do
ProSymmetry and Verto are fundamentally different types of product. Understanding that difference is more useful than a feature comparison.
A US resource management specialist founded in 2007 in Beachwood, Ohio. Tempus Resource is an established, market-leading capacity and what-if modelling tool. Tempus Portfolio is a separate strategic portfolio product launched September 2025.
A dedicated P3M platform built for UK public sector over 17 years. Portfolio, programme, project and resource management in a single integrated platform, aligned to MoP, MSP, IPA and HMT Green Book from the ground up.
The Gartner question
What the Magic Quadrant Challenger position actually tells you
This is a genuine signal of product quality and should be taken at face value. ProSymmetry's resource capacity modelling capability is recognised by Gartner for good reason, Tempus Resource is a strong product in its category, and four years of Challenger positioning reflects consistent execution.
However, the Gartner Magic Quadrant for Strategic Portfolio Management assesses commercial enterprise software against global criteria. It does not assess alignment to the frameworks that UK public sector portfolio governance requires: the IPA Project Routemap, Management of Portfolios (MoP), Government Functional Standard 002, or HMT Green Book benefits methodology. A strong Gartner position in a commercial enterprise market does not translate directly into fitness for UK public sector procurement.
The more useful question to ask is not "does Gartner rate them?" but "do they have UK public sector references, a UK procurement route, UK data hosting and UK governance framework alignment?" On all four of those questions, the answer is currently no.
The architecture question
One platform or two? The hidden cost of the bolt-on model
|
ProSymmetry / Tempus model
1Existing P3M / project tool (separate contract)
2Tempus Resource (second contract)
3Integration between the two (custom build)
4Two audit trails to maintain
5Two support relationships to manage
6Two renewal cycles to govern
Two contracts, two integrations, two audits — the complexity compounds over time
|
Verto integrated model
✓Portfolio management
✓Programme governance
✓Project management
✓Resource management
✓Benefits realisation
✓Single audit trail
One platform, one contract, one support relationship, one audit trail

The total cost of ownership question: When evaluating Tempus, ask for a single-line figure that covers the Tempus licence, your existing P3M tool licence, integration build and maintenance, and the overhead of managing two vendor relationships. That is the honest comparison number — not the Tempus licence cost alone.
Choosing the right tool
When Tempus could be relevant and when the gaps are too large
Tempus Resource may be relevant if…
- Your primary requirement is deep, advanced resource capacity modelling and what-if scenario planning
- You already have a strong P3M platform and specifically need a specialist resource layer on top
- Your organisation has procurement flexibility that does not require G-Cloud or CCS frameworks
- US data hosting and FedRAMP compliance are acceptable to your data governance team
- You have the technical capacity to build and maintain an integration between two platforms
- You are comfortable with support and contract fulfilment from Ohio with no UK presence
Verto is the right choice when…
- You need an end-to-end P3M platform, not a resource tool bolted onto something else
- G-Cloud or Crown Commercial Service procurement is required
- UK data residency and UK-relevant compliance credentials are non-negotiable
- IPA, MoP, GovS 002 or HMT Green Book alignment is required
- You need a UK-based support team in UK timezone
- Proven UK public sector references are part of your evaluation criteria
- Resource management should be part of a single integrated platform, not a separate tool
- One contract, one audit trail and one vendor relationship matters for your organisation

Before you commit
Questions to put to ProSymmetry in any UK evaluation
Due diligence questions for ProSymmetry
- Where is your UK office, who fulfils UK contracts and what UK timezone support hours do you commit to contractually? Exposes the US-fulfilment-only model and the absence of any UK-based team or support structure.
- Are you listed on G-Cloud, DOS or any Crown Commercial Service framework? If not, what is your published roadmap and timeline? A hard procurement disqualifier for most central government and NHS organisations.
- How does FedRAMP Moderate map to Cyber Essentials Plus, NCSC Cloud Principles, ISO 27017/18 and UK data residency requirements? It does not, this question forces an honest answer about the compliance gap.
- Can you show us three live UK public sector customer references on Tempus Portfolio — the product launched 15 September 2025? Eight months old with zero UK references. The absence of an answer is itself the answer.
- Provide a single total cost of ownership figure covering the Tempus licence, our existing P3M tool, integration build and maintenance, and dual vendor management overhead. Forces the bolt-on architecture cost into the open, the comparison number is not Tempus alone.
- How does your platform natively support Government Functional Standard 002, the IPA Project Routemap and HMT Green Book benefits assessment? US commercial product design, none of these frameworks are in scope for ProSymmetry's roadmap.

Common questions
Questions UK public sector buyers ask when ProSymmetry comes up in evaluation
These reflect the questions most commonly raised by procurement teams, PMO leads and portfolio directors when ProSymmetry or Tempus appears in a shortlist.
Is ProSymmetry Tempus available on G Cloud for UK public sector procurement?
No. ProSymmetry is not listed on G Cloud, DOS or any Crown Commercial Service framework. The company has no UK office and no UK reseller of record. Any UK deal is fulfilled directly from its headquarters in Ohio, USA. UK public sector organisations procuring through G Cloud or CCS routes cannot purchase Tempus through those frameworks without additional justification and procurement risk. Verto is G Cloud approved and directly procurable without additional justification.
Does FedRAMP Moderate certification meet UK public sector compliance requirements?
ProSymmetry is a Gartner Magic Quadrant Challenger. Does that matter for UK public sector?
What is the difference between Tempus Resource and Tempus Portfolio?
Does ProSymmetry have any UK public sector references?
If we already use a project management tool, why would we add Tempus on top?
Where is ProSymmetry data hosted for UK customers?
Is Tempus's resource modelling something Verto can match?
Tempus Resource is genuinely best in class for what if scenario and resource capacity modelling, and that recognition is deserved. Verto includes resource management as an integrated component of its P3M platform. For organisations whose primary requirement is deep resource capacity modelling with advanced what if scenarios across a very large resource pool, Tempus Resource is a specialist tool worth evaluating on its own terms. For organisations whose primary requirement is end to end portfolio governance, with resource management as one integrated component, Verto's approach avoids the complexity and cost of managing two separate platforms with two contracts and a custom integration between them.
