It sets standards, provides guidance and supports departments to deliver complex change effectively, consistently and with greater value for money.

The New Programme and Project Data Standard

Government Project Delivery has introduced a new standard to create a consistent approach to how programme and project data is defined, managed and reported across government.

Its purpose is to improve delivery outcomes, strengthen governance and enable better decision-making through high-quality, consistent data.

Inconsistent project delivery across government

Government projects suffer from variable outcomes: overruns, scope creep and lack of benefit realisation. Having a consistent data standard gives all departments a common reference point.

Value for money and accountability to taxpayers

Since government spends large sums on programmes & projects (infrastructure, digital, service change), it is under pressure to ensure value, minimise waste and make consistent good decisions.

Professionalising the project delivery function

There is a growing recognition that project delivery in government needs to be treated as a profession: roles defined, skills developed, capability matured. GovS 002 links with the project delivery capability framework. 

Governance, clarity of roles and risk management

Many projects fail because of unclear governance, unclear roles (who is accountable, who is responsible), inadequate planning or control. GovS 002 builds in governance and control as core elements.

Better alignment of projects with policy, benefits and outcomes

Projects should not just be delivered on time or budget; they must deliver the intended benefits and align with broader strategic and policy goals.

Continuous improvement and learning

Rather than treating each project as standalone, the standard promotes assessment of delivery capability and organisational maturity, so that future delivery improves. The Continuous Improvement Assessment Framework is part of this.
